u can heart stones to create staffs at the place of "Til Myldin” of something in the south east of the island, place where u have giant mushrooms growing. U can create all different types of staffs as the guy there will provide u with the equipment to make it, however u have to complete all of the quests that he gives u until he unlocks the room where u have the staff enchanter, its also where the black book is located. The quest that u need to complete has something to do with finding a new steward for him as his old one dies. hope this helps

The Dragonborn dlc Heart Stones are used when summoning Ash Guardians, they make it so that the Ash Guardian is not hostile. Without a Heart Stone in your inventory, the Ash Guardian you conjure would be hostile!
