Why can't get weapon and tattoo pack in fable 3 pc?

I can't download any item in fable 3 pc. The "games for windows" list says weapon and tattoo pack is installed on my Windows Live account, but I haven't seen any of them in fable 3 pc. What's more, the other free items in the sanctuary seems frozen and refuse to download. When i alt+tab back to the game, a msg pops up saying "cant download" with the Home button flashing. What should i do to get weapon and tattoo pack in fable 3 pc? And all the download items?
