Windows 8 files downloading issue? fix?

So anyone else have Windows 8 files downloading issue? If I download a file in Windows 8 at a speed of 3mb/s or less the hardware interrupts go up to 27%! how can i fix this Windows 8 files downloading problem? show me some tips please, thanks!

To fix this Windows 8 files downloading issue, clean your system for any and all bugs of that nature but do it in full scan mode...it's going to take awhile so be patient. Also, run more than just malware type app.
