    I think you can go to C:\Users\"UserName"\Documents\My Games\Skyrim, then find the SkyrimPrefs document, you open it and then you will find some settings. Turn all settings about shadow to 0. Then you will be able to turn off shadows in Skyrim. I don’t know which setting is exactly for shadow, but I know it worked for me.
