I think using illusion and alteration is the quickest way to get started as a mage. It is easy to level up these skills quickly without feeling like you're grinding. Just cast clairvoyance to help you find the best way to your objective, and cast candlelight or magelight to help you loot dark dungeons. Unfortunately, alteration is not that useful in combat except for the oak/stone/ebony flesh spells, so I might recommend conjuration as your secondary skill. The tough part about leveling this skill up is to wait until your enemies are aware before you cast your conjurations. When I started doing that, it seemed like no time at all before I could conjure a dremora lord, which is very useful in battle. Not only is he very powerful, but he will always let you know when he spots an enemy, or when the enemy has been defeated, which can really help keep you from getting ambushed. Additionally, I found conjuration to be the most useful perk for leveling up enchanting, which I think is the most important skill for a higher level mage. The incredible manna cost of the master level spells literally keeps me from ever being able to cast them without my strongly enchanted gear. Conjuration makes filling soul gems easy once you activate the soul stealer perk. Just conjure a dremora lord or an atronach, let them do most of the work while you land a few hits with your bound bow (which is actually a very powerful low to medium level bow, with infinite arrows) allowing you to steal their souls to fill soul gems.
