How to fix HTC widgets not installing on HTC DROID Incredible 2?

Tried all the supposed "fixes." Cleared the cache, restarted HTC DROID Incredible 2, removed the battery, tried downloading multiple at the same time, tried downloading one at a time. No luck. However I noticed this is only the new widgets. The ones that were available on the original Incredible install fine. Not from the widget list and not in any other folder on HTC DROID Incredible 2. Any other ideas?
